Are the 2257 laws binding for shooting outside the USA?

Does a company still need ID's, etc?

What about model release forms?

They still need id's but they don't need to be U.S. i.d.'s

It also depends on if you plan to release in the US. There are also several European privacy laws which run counter to 2257..

Canada has strict laws regarding that too. We shoot for US companies all the time. I'd hate to see some brand new webmaster or DVD distributor with mine or god forbid my wife's ID numbers birthdate, address, whatever. An identity theft/stalking nightmare waiting to happen.

Aside from it being illegal for all companies in the EU to hand over privacy related information to any USA company unless under some very strict rules (and those rule out any possibility of legally transfering 2257 data to anyone), keeping a 2257 administration according to the new US rules (which luckily are being fought in court) would be illegal in itself.
And letting the model sign a permit to transfer the required data is not good enough, since that permission is always revokable one-sided without having to provide a reason by the model in question and then the data should be destroyed. Try to arrange for that!

What about the 18 yr old stipulation in 2257--can you shoot (legally) under 18's in other countries?

Not in any civilized country. The new 2257 has nothing to do with age anyway. It's a political ploy to run people out of business. The old law already stated that you couldn't shoot under 18, it's always been that way. It was just poorly enforced. In the EU and Canada you would find yourself behind bars pretty quick.
However the only people who NEED access to personal info are the Primary prodcer and law enforcement agencies. IMHO.
