It looked like a 70s film, judging by the shades the guy was wearing. :) The plot was about a young woman who could use telekinesis, and at one point in the film uses this to make a guy come without touching him - first hands free cumshot I ever saw! She was a young looking brunette and very pretty as I recall. He was some kind of doctor/scientist, dark hair, sideburns, manly. He had a black secretary witn either very short hair or a completely bald head, can't be sure now. I remember she answered the phone by saying "6969," very original! I also remember that the doctor guy was using doped lollipops to get women, including his secretary, to perform sexual acts with him.
