The few short bits of Hentai I've seen is a waste of time and money if you ask me, but YMMV. If you'd like some silly panty oriented stuff Agent Aika and the sequel are kinda nice. No sex at all just panties and some nudity. And fun. Najica 1 2 3 is as close a you'll get a female James Bond in Anime. It's pretty well done and is also full of gratuitous panty shots.
