Find the legal definitions of all the terms therein. Find the judgments based on the code and how it was used on oral sex (though not in regards to incest, so you might have to look at §281-284), and you'll find it's pretty safe to conclude that oral sex between siblings would be illegal, but fingering, rubbing, kissing or other contact would not be covered under the current statutes.
