The best female masturbation scenes seem to be website based imo, sites like FTV, ALS Scan, inthecrack and bubblegirls all seem to put out material that's better than what can be found on DVD.
The only solo-girl DVD I bought recently was Elegant Angels "All by myself 3", it's pretty fucking hot though, my favorite scene on it is Karlie Montana's, when it comes to girl-wanking she is tops! Carli banks is also featured on this DVD and she looks fucking gorgeous but she doesn't quite deliver the goods!

There's an old thread here with some decent suggestions.
To be honest it's been quite a while since I've bothered with masturbation movies. I think Real Female Masturbation 6 and a couple of Sybian movies a few years ago are the last I've bought. The scene with Nadia Panakova/Regina Hall/Lucie Faubert in RTM6 is a personal favourite, but more for her exceptional looks than her performance.
I'd second Bobcat's recommendation of sites like FTV and ALSscan/ALSangels. They feature some stunning softcore models, Isabella Camille for example.
I get the impression that a lot of DVDs feature squirting these days, or concentrate on the use of unusual toys, to me that's not a turn on.

Without a doubt, hands down, Vai's solo scene from "Crash Pad Series, Volume 2: Unlocked" (also available on the Craspadseries.com website, but yeah). I for one love the She Squirts series from New Sensations. Especially some of the older ones from the late 90's or early 2000's I think. The couple I have seen have some pretty good masturbation scenes as well as the gals taking huge dildos. The ones I have seen usually only have one or two of the actual five girls squirting so if it's filth ya like I would go check out the series.
