I'm with YogaDame on this one. As a receiver I don't feel a significant difference. A slight diminishment of heat transfer is what I notice most. The only thing that bothers me about my partner wearing a condom is the tendency of the thing to dry out, which can cause some pinching down there. A little lube and all is well. Semen disturbs my pH. If my partner is comfortable wearing a condom I prefer intercourse with a condom. If he's not happy with it (and lots of guys aren't, for various physical and psychological reasons) it's not such a big deal (with a known clean partner) that I would insist on a condom for myself.
As long as the condom doesn't have a spermicide giving a BJ with one is kinda fun. You can get a little more free and worry a little less about your teeth grazing the skin.
I've been with the same man for 12 years, and I do prefer sex without condoms because they really irritate my delicate tissues, no matter how much lube we use. To me, condoms feel draggy and icky, and I'd rather not have intercourse at all than have it with a condom. It's not psychological either, because in the past I've tried putting condoms on toys for faster clean-up and had to take them off because they felt so bad.

No difference for me but I'm using ultra thin Japanese made condoms. Condoms are good too for the method of birth control we're using (spermicidal cream).
I do notice a difference but it definitely has a more profound effect on the guy. I'm not on the pill right now, so the condom is pretty important.
But if I had it my way, I'd do it naturally without Mr. Rubber as much as possible, with trusted partners of course. I love the feeling of sticking the cock in raw.
