First off, you need to clarify what you will be using the camera for, although I have a pretty good idea. Some cameras are better for indoors, while others are better for outdoors.
Second, the ones that burn to DVD are not up to snuff compared to MiniDV.
Finally, I use a Sony VX-2100 which is not in your budget. It may be worth your while to get one pre-owned if you know the owner and can get a good price.
Outside of that make certain it has three CCD chips. Again that may kill your budget but I like quality. Also, spend some extra money on quality lighting if you plan to shoot indoors.
