it's actually a really bad thing to do. they're both lossy codecs with their own algorithms and psymodels to remove the stuff you don't "need" to hear. when you transcode from lossy to lossy, even with their bitrates maxed out, it's going to sound noticably worse in many cases.

iTunes can do that. Probably other programs can too.

Foobar is the most versatile program for decoding, transcoding, burning gapless cds etc. Native support for most formats.

Of course, only transcode if you need mp3s to play in hardware that does not support other formats.
