Apparently - where I live the subsidy had to be raised to 90% to get anyone to ride the bus. It's pretty much only poor people and college students who use them. New York City is quite different.

From memory I think Metropolitan Houston is spread out over more than 5,000 square km, very large by European standards. The size of many US cities makes it harder to make a workable bus system than it might seem.

When Aurora lost her performer contract there was talk she might remain a Sin City director. I agree with Kami, as long as she hasn't added a bunch of other performing restrictions then she'll still get work.

Its not just that. Municipalities have been cutting down on routes with the recession.
Coverage is spotty, cities are spread out compared to European cities. Cities themselves are spread out more. There are some whose jobs cover several cities or a small region.
