Can I buy a domain name (last name of a celebrity) that is currently available and then if then keep it parked until the person will buy it off from me?
Will I be sued?

Depends on the name and if they have a good lawyer. For example: name is Smith/Jones/Green they most likely don't have a case. If the name is something more unique like Kadiddlewatts then a creative lawyer might be able to successfully sue you.
BTW, domain squatting for profit usually isn't that profitable.

i agree. its a lot of effort for marginal gain. not worth it at all.

Not really. I've bought .com domain names for less than $10, takes little or no effort.
The only thing is that most useable domain names are already taken.
As for the suing part, I didn't think anybody would have a case... unless you used the domain name for a porn site, then that would be considered taking that person's character and what not.

I really shouldn't be here
