So my guess is it is called the "oh! rub there!" spot, or the perineum

Perineum is right, lunacy.

It also applies to males as the spot between his balls and anus. Guys who aren't too homophobic and have let girls rub or lick this spot are usually pleasantly surprised.

The perineum is also jokingly referred to as the "t'ain't" since it-ain't your pussy/balls or your asshole. It is the spot a man needs to push on with a couple of fingers in order to orgasm without ejaculating. I'm not sure of the exact procedure (Sting sometimes talks about it interviews, he claims to have cum 8 times in one session before), but it makes the semen pass into the bladder instead of out the urethra.

Pushing on the perineum is supposed to be an old Taoist technique. They believed that "spilling seed" without specifically attemting conception was a sort of sin, so they found a way to avoid ejaculation. I'm sure there is a discussion of this method somewhere on the web. It is real, I (and Sting) didn't make it up, it is supposed to require some practice before it works properly. I've never tried it.

Hi,

yes everyone is correct..
actually during ontogenesis, there is a cavity that becomes the bladder (and urethra), and another one (posterior intestine) that becomes the anal canal and cavity, both are separated by what will become the perineum.
Membranes of both cavities then fuse with the skin membrane, the urethra and anal canal form themselves by reduction of the cavities in their distal part.
Between the anal membrane (-->anus) and the uro-genital membrane (-->penis or vagina, where it will be separated) is the perineum.
Later the external genital organs form themselves.
