Probably because of lower budgets and the lower setup cost of FCP vs. AVID.

How does Final Cut Express compare with AVID? It's not the best FC, obviously, but it's cheap and you can do most basic stuff on it.

Final Cut and Avid do pretty much the same things. Final Cut just tends to be cheaper. The Express probably just has less bells and whistles.
The real difference between the 2 is that to do similar functions, you do things a little differently. If you can edit, you can use either system, there just might be a slight learning curve.
