Do you think this was the very first "city exhibitionism" movie ever made?

I have no idea. When were these made? Reading the descriptions, it surely looks like the exhibitionism theme was the true focus of these films. Who said "gonzo" and "niche marketing" are recent develoments?

Of course, there were some stags, shorts and (feature) films in the 60s and 70s featuring some outdoor sex or even (semi) public sex. I remember a scene in Inside Jennifer Welles that took place in a taxi. I am sure that some Lasse Braun shorts were also shot outside, as were many stags from the 1910s onwards. But none of these were solely focused on the exhibitionism theme.

Thanks for the link. That looks like a very interesting title.
Funny coincidence. The description of the first short, SIX TIME INGRID , describes Ingrid as a "Euro-nutcase". In the middle of the 90s, a couple of Swedish amateur titles were released in France. The star of those videos was a Swedish girl called Ingrid. The theme was public sex. I don't know if she was also a "Euro-nutcase" though, since I never saw those videos.

I have this double feature and the first movie was made, as far as i can judge, about 1973-75. It is centered on exhibitionism, nothing to do with the Welles scene you mention or anything else made in that period: or, at least, I never saw anything you can compare it to before the '90's.
The second short (it features John Holmes and Candy Samples, but the reviewer apparently is not acquainted with them) has nothing to do with exhibitionism and it was surely shot in the early '70's.
You have grabbed immediately, of course, the point I wanted to stress: that one can't say "this was never made before", expecially when talking about porn. Watching the Something Weird catalogues (well, trying to: it's so huge and countinuously expanding) one realizes how little it is known of early porn.
