It starred a busty blonde (maybe with curly hair) that wasn't Kelly Trump. The first scene showed a guy working a counter/window in what seemed to be a police station or an office (casual clothes, not suit), and he had sex with a thin chick (perhaps a brunette). The scene switched between two sex acts, one was the office, the other with the busty blonde, both had anal.

I vaguely remember Horst Baron (or someone who looks like him, very thin guy) being the first guy, but I could be completely wrong.

The film had action, as in a bit of plot. The busty cop even ran a bit, pointed her gun at some time in the film. The cop uniform was light blue if my memory isn't failing me.

I think it's the 90s, maybe early 00s or late 80s. I'm sorry for the wide range, but that's what comes to mind.
