The word "ghetto" you may be misunderstanding, it hasn't got anything to do with speech patterns.
Places like cheap, close-together student housing at a university are a ghetto, too. Because all of the same types of people live there, poor students. People of the same "status" but they don't even have to speak the same language and it is still a ghetto.

It is a residency thing, not about the spoken word.
Because someone is from a ghetto it doesn't impact their language abilities, necessarily.
So, "ghetto" isn't a language or even a specific dialect.
