Any movie (in DVD format) is difficult to edit and although it's been a while since I looked for a FREE editor, I doubt you will find one.
I recently started to use Freemake Video to create multiple feature DVDs. It's free, works well creating quality multiple feature DVDs from various sources (.avi, mpeg, etc., even DVDs (it strips the main VOB files and encodes them) but the EDIT function is a bit cumbersome and I gave up on it, since WinDVD2 is much easier to use. As an editor Freemake is alright for cutting out completely the beginning or the ending of a video and with a little practice it might work for cutting out a complete section (scene) and it has it's own burner.
That might work for you if you are the patient sort and have some previous DVD video manipulation experience.
