i downloaded google chrome and when i double click on the shortcut, it doesnt open.

Uninstall, download installer again and redo it from scratch. Probably got a corrupt installer.

i have done multiple times, ive even install from the offline installer thing. no processes come up when i double click on the icon

Is this your first install of Chrome on this computer?
Are you using a software firewall other than the Windows Firewall?
Are you viewing the process list of all users?

the first install yes,there is only one user.

Are you using an antivirus and is it active? Maybe antivirus is somehow blocking Chrome from opening. Take a look at this link for info about that.

Have you looked at the folder properties where you installed Chrome? It may not have sufficient rights.

im the admin and yeah turn everything off. uninstalled and reinstalled it countless times but still nothing

If it is still installed, remove again and try to find and delete all remnants. Install fresh but this time choose a new location to install it to. If it prompts to install to the same add a 1 to the folder name.
