I have been racking my brain and going through all of my movies to remember this scene. Please help me keep my sanity.

The movie in question wasn't quite that extreme with the toy size and I'm familar with Denni O's movies. Sadly, this isn't what I'm thinking about and the movie in question was slightly more mainstream and like the setup of the I Love Big Toys movie scenes.
