I saw this sometime around 2002-2004 on CityTV's Baby Blue Movies, I don't think I watched much with audio but I vaguely remember some plot details.
It was about a woman who left her boyfriend over an argument about sex (probably?) and moved into her own place to become a photographer or something. She takes pictures of her lady neighbor having sex with some dude, the neighbor sees and comes over the next day and they either take more pictures or have sex. ~45 minutes of nudity later I think she ends up back with her boyfriend.
A few extra details:
- There's a scene where somebody (probably the woman) strips out of a dress, I think someone takes picture of her
- At one point the woman goes back to the boyfriend's place and there's a stripper in red panties wearing a big red bow on her chest, I think the boyfriend solicited her for a threesome, but the woman wasn't into it
- My best guess for the year is late 90s to 2001, but it could have been a little earlier
- There was no magic/witches, pretty sure nobody got murdered either
- When the woman takes pictures, it flashed a black and white still screen image of the picture taken
