I would like to find a movie from late 90s, early 2000s, VCD era.

What i remember is :

The theme was about police comes to investigate a report. Maybe it was NYPD in the title of the movie? Not sure.

Some scenes I remember:

2 police comes to check a music/recording studio. 2 men 2 women ace e.

1 police finds a girl sleeping in the staircase on a bed. B/g scene.

Another screen was on the roof top, 2 men 1 woman, do
