A friend has a computer (a 2 year old HP) that he stored 1000s of pictures on and lost them because of a virus that came aboard when he let his teenage kids use it, He took it to a computer repair shop that told him he was out of luck. Do any of our tech savvy members know of any way he could recover his pictures? The shop said the virus wiped it clean.

An outfit that specializes in data recovery might be able to do it, but it will be very expensive if each file has to be recovered individually.

Did the virus encrypt the hard drive and ask for payment in Bitcoins? If that's the case then your friend is screwed.

^ +1. I just dealt with a friend's computer that got hit with ransomware. If you don't want to pay (and you shouldn't), the files may as well be gone.
If the files are just "deleted" then they may be restoreable. But as Hardware says, you have to go to someone who's good at it, and it'll cost you. I don't know how much--you'd have to have to check into it.

What condition is the computer now? Did the repair shop fix it? If so, what did they do to fix (or try to fix) it? Is it working? Is your friend using it?
If it is truly "wiped clean" then that's the end of it, the pictures are lost.
If the files are merely erased/deleted (as jayo said), AND if the computer has sat unused (no writing to the HDD) in the meantime, then there is a chance for some recovery. But, if your friend and/or the repair shop has done a lot of things to/with the PC since the virus, then the chance for recovery is decreased.

before i would do anything with the HD i would check the following ...
.. like people said before if the drive has been "wiped" (overwritten with "random data" you are screwed
... if the drive has been encrypted by a virus asking you to pay for de-cryption ... which i wouldn´t do either ... you are screwed
.. if files "only" got deleted you could first clone it to another drive "secor-by-sector" and work with the clone. Then use an undelete soft which does not need installation to run
Then undelete all "found files" to another location on another drive
