Like you, I'd guess there are distinct difference between how things like this are (or were) shot like this in the US and how they are shot in part of Europe.
For the US, I don't think this kind of stuff is being shot much at all these days. Over at Bang.com you'll find some scenes (mostly in their Bang Real Teens series, but there are some at YNGR too) where there is some outdoor sex but it's usually off a secluded trail or somewhere not completely exposed. Other than those two sites where it happens frequently, it's hit and miss. I recall one of the best scenes I've seen in a long time was from three or four years ago. It was with Kelsie Monroe with a Reality Kings subsite called RK Prime. She's in a crowded area flashing and having sex just off the main streets.
I'm a fan of public stuff (just flashing or sex) and I keep an eye out for it, but it seems to have dropped off. I suspect a lot of it has to do with the widespread use of cameras everywhere now. Even 10 years ago, you could sneak in a quick sex scene in a public doorway and not be caught, but these days, there are likely a dozen cameras that will see it too and make it easier to identify the people.
If we go back a decade or more, public nudity and public sex scenes were more common, even in the US. There was a series called "Adventure Sex" which featured public sex. There were scene hastily shot in very public areas. I recommend checking IAFD to see if that series is still available anywhere.
In Europe, it's obviously different. I don't see a lot of new stuff there, so I suspect the widespread use of cameras has affected them too. You can bribe a cop to look the other way, but when you're on a dozen cameras, you can't hide from those.
Probably the best known series for public sex was (is?) Kink's Public Disgrace. If you haven't ever subscribed to that, I highly recommend doing so. The scenes in Europe, especially the ones shot ten years ago or so, are insane. That series was shot in the US too, but those scenes were mostly in bars where everyone in the bar was in on it.
One of the best scenes I've ever seen for public sex is in a movie titled "Ass Obsessed 3." It's a scene with Angelina Crow. It's probably close to 20 years old now, but you can probably find it on VOD sites. She shoots a scene getting fucked near a major monument in a major Eastern European city while people gawk. I doubt they'd get away with that now. My guess is that this was just guerilla-style shooting and they got it done before anyone could intervene. Also, cell phones weren't as common then either, so no one could call the cops, and no one could film it either as evidence for an investigation.
There was a site I really liked called "Box Truck Sex." I looked for it just now, and it seems to be gone. It probably dates back about 10 years too. The premise was innovative because it was like public sex, but without the risk. The site used a box truck in a large Eastern European city where the walls of the box were replaced with one-way glass. The premise was that a woman was asked if she was interested in modelling and she was brought into the truck, talked out of her clothes and then talked into sex. It was a really innovative site because the truck would drive around or park and there would be people going about their business mere feet away from a porn scene being shot.
This is North America, but it's Quebec which used to have a much more permissive attitude to sex than English Canada or the US. There was a Pegas Productions site called Let's Fuck Outside. It may still be around. The last time I was a member there was a long time ago, maybe 12 years, and there were some amazing public sex scenes shot in and around Montreal and Quebec City. Having visited both cities many times, I can assure you that these were VERY risky. But again, these were shot before surveillance cameras were everywhere, and back then, if someone saw you they didn't have a smartphone to call the cops or take photos/video.
As for public nudity, while that still happens a bit, those days seem to be declining too. I remember maybe 12 or 15 years ago there was an amazing public nudity site called "Teasers VOD" that shot around Los Angeles. This was some very risky stuff, with cars and people going by. I still have all the scenes, and still watch them when I need a public nudity fix. They were hit with a cease-and-desist order, and while they tried to carry on a bit, the momentum was gone. They stopped shooting not long after that.
There were also two sites called "Nude in LA" and "Nude in San Francisco." Those were around the same time as Teasers VOD. Those were strange. They featured A-list stars walking around nude as if that was perfectly normal. The problem for me was that there was no nervousness. It was filmed as if it was normal, so it seemed normal. With Teasers, the models (also A-listers) were nervous and sometimes hesitant. That added to the titillation. Nude in LA and SF lacked any heat. The nudity was too clinical.
Probably one of the best US public nudity sites of all time is FTV Girls. Most of their shoots involved some public nudity. Then, they had a two-girl shoot in a bookstore that got them caught and charged. That scene was removed from the site (I have it, it's hot!) but the public nudity wasn't ever the same after that.
I think I'm just rambling now.
To answer your question, my guess is that things were always a bit more lax in Eastern Europe, but modern technology has caught up with both places and I think modern tech is more to blame than anything else. In 2002 you could storm a public area, do a guerilla shoot, finish and bugger off before anything could happen. Try that in 2024 and any one or more of the people seeing it would whip out their phone and call the cops. Those who weren't calling the cops would be filming it, and it could end up on Facebook. Cops would be getting camera footage from dozens of cameras too.
I think I've just reasoned my way into a theory here. It's less that we're more prudish, and more that you can't hide this stuff anymore.
