I have Spyware Blaster and it does do that but it flat-out blocks all animations. (I can't live without Strongbad and Homestar Runner)

I was watching TechTV and one of the hosts mentioned another program that allows you to enable and disable flash animations on the fly from a tray icon. I promptly forgot the apps title.
