According to him Prague was the first city in Europe where the strict regulations were introduced. At first only the Elisa-type HIV test was required, but today HIV, Hepatitis A, B, C, Gonorrhea, Candida, Syphillis and Trichomonas tests are the norm. Hungary is only in the beginning of the process of introducing these tests. In the US industry, HIV-1 DNA by PCR tests, which are able to show blood-borne infections, were used. Over there tests had to be carried out within a month in order to be acceptable. In Hungary the industry uses the HIV DUO 4 test which shows the presence of human antibody against the virus. Tests of this kind are accepted as valid within 21 days of testing. Some companies were using even stricter requirements than these.

Frank adds the following to be taken into consideration:

- the most strict system is the Hungarian because of the 21 day acceptance period
- Hungarian tests have a shorter windowing period (cannot be identified within 2 weeks)
- Hungary as of this writing, did not have any infected people"
