The last time I used any of the commercially available software DVD players (e.g. WinDVD, PowerDVD, etc.) they had a screenshot feature.
If you want free you can take screenshots with mplayer but it takes a little technical know how and will not work on encrypted DVDs. You would run mplayer from the command line. On windows it would look like this
C:\tools\mplayer .exe dvd://1 -dvd-device D:\VIDEO_TS -vf pp=lb,screenshot
This assumes mplayer .exe is in folder called tools on your C:\ drive. Once it plays you just hit the "s" key and it will save a file as shot0001.png, etc.
