Click to expand from my understanding, yes they would be allowed to. because the company would be all european based and everything would be shot in Europe. the money made from the site would have to stay in Europe, too. 2257 rules regarding US ids only applies to products shot on US soil. I don't have to have documentation for content that I download onto my computer, but the website supplying the content does have to have all the required docs showing the models are of legal age.
