Blue Vanities has a number of compilations of70s/ early 80s loops on vhs with plenty of great IR- King Paul, Jon Younger and many more black guys who are unknown to me. I am unsure if theyare still in business or not but I think that they still do vhs comps. Try googling Blue vanities. Good luck in your search.

That's a hard one to answer. Loops go back for ages and are hard to track. As for feature films, to the best of my knowledge, which is probably wrong, it would be Johnny Keyes in 1972's Behind the Green Door.
