You're completely right about your comparison. A smaller framed woman will appear to have a bigger ass than a larger framed woman (even when the larger frame woman actually measures at bigger). It is legal in Japan, but hard to find because the people who put the censorship in the first place do not want it made public knowledge that it can be removed.

Hook up between DVD player and TV, flip a couple of switches and turn a dial, and the censorship fades away.
