In Japan it is still illegal to show genitals. But they are getting rather lax on those laws. We are getting thin mosaics which are much easier on the eyes. you get to see more of the action but it is still blocked out.

They sell both uncensored and matrixed (censored) DVDs. But they also have a category called XXX Decoded that's seperate from their XXX Uncensored category. If you look closely at the screenshots in this Decoded section you can still see all the action as in the Uncensored DVDs, but there's a certain blockiness in the parts of the frame that would have otherwise been matrixed. How are these DVDs decoded? Why don't the studios release uncensored versions from the masters instead of decoding matrixed versions? Or are these DVDs illegally uncensored by a third party?
