Would only require a different encoding at 24fps (or, more exactly, 23.976fps), which DVDs also support. And if it's a downloadable video, then every frame rate imaginable is possible, so there's really no excuse for having duplicate frames. It's only lazy filming. FWIW, on DVD, only 24 and 30 for NTSC, and 25 for PAL are allowed - plus 50 resp. 60 with interlaced video, which noone shoots anymore. [Link] |
