OK - I have an inquiry here. This would be from the late 80s / early 90s. I believe it was an amateur series out of Quebec Canada, featuring amatuer college aged girls. The title translates in Englis to Young School gir - AND I RE-ENFORCE that it was College / University aged girls being featured (that was the English translation that "certainly needs to be clarified") . One scene I rember for sure was a "couple" riding on a car ferry and the blowjob scene took place in the public washroom aboard the ferry. There were at least a couple of releases to the best of my recollection, and I have been searching high and low for a way to access these features again.

I have some of their stuff from a while back and one of the sites on their network was called "Let's Fuck Outside." It has a scene shot on the short ferry run between Quebec City and Levis. It sounds similar, but there are significant differences too - I'd guess it was shot in the early 2000s, making it newer than what you are looking for, and this scene includes sex and isn't just a blowjob.
Pegas has a channel at Adult Time too, and since I have a membership there I checked to see if this and other outdoor scenes are available and it looks like it isn't. The A/T scenes all look much newer.
When I go to the Pegas site itself, I am able to click on the various categories they have and one is for public and outdoor scenes.
The screenshot on that page looks like a scene I have from when I was a member multiple years ago but that's the best I can do as the tour pages stop there.
I don't know if you recall any other scenes, but Pegas has several others that are very risky too. There is a scene with full nudity and sex shot in full view of the Frontenac. There is another with a couple riding in a Hansom cab in Quebec City.
The model in these scenes is Candy Kiss. That may provide another clue.
Here are a couple of screenshots, with the first being on the ferry. These scenes are all in 480p so they resolution isn't great. Given how the scenes are shot, the camerawork isn't great either, but these may be a clue for you.

^^ That means that this isn't the scene you're looking for. However, if you are looking for some very risky outdoor shoots, and if Pegas still has all those videos (and why wouldn't they?), then it is worth checking out. I think the monthly subscription is $24 USD, so not a big risk.

On a related note, reviewing these videos earlier made me realize how much I like the model in a lot of them - Candy Kiss. Indexxx lists her as having stuff at ALS Scan, but IAFD doesn't list that. I might have to check that out.
BTW - IAFD lists Candy Kiss as being active from 2008 to 2010, so this definitely isn't your scene.
