Not necessarily. The titles produced by Dreamroom and released under the labels Sky Angel, Kirari, ForestGirl, CatchEye, etc., etc., etc., etc., are UNCENSORED and obviously filmed in Japan, but not distributed there in DVD form. Even today, Japan has a HUGE number of brick-and-mortar DVD stores. I believe DVDs are still THE primary sales method for Japanese Adult Video. Which is why many of them are not available for shipping to USA or even any country outside Japan.
The uncensored titles are generally released digitally by Caribbeancom.com, 1pondo.tv, heyzo and several other sites. Meaning that, ultimately, they ARE "distributed" in Japan. It's a slippery slope in so far as Japanese law, I guess, but those sites are thriving.
BTW, most JAV goddesses don't shoot AV UNCENSORED, but MANY do. JULIA HAS shot UNCENSORED, but as far as I know, only what's called "IDOL" videos, i.e., non-sex videos.
