I am looking for titles....09 --- current of videos that feature only women....no toys, no lezbo... I am looking for sexy dressed, done up women, teasing the camera/viewer.....not necessarily getting off...
1 or 2 girls in each scene. HOT...any ethnic....but HOT. You know..eyes done up, sexy outfit....looking at the camera like...oh you want to fuck me so bad...teasing me with her body....

JBvideo is close (maybe 75%) to what you want. It is promoted as foot fetish and leg fetish and pantyhose/stocking/shoes fetish, but it is well-shot so as to include everything, not just legs/feet. The girls are sexy dressed and there is plenty of teasing. There are toys occasionally, but usually they bring them out only in the final minutes of the scene. Best of all, the catalog descriptions are very detailed, so you can know before you buy if there are toys or not.

Right off hand, I can't think of anything that fits your requirements. I'm not familiar with JB Video but that doesn't seem like what you want either. I have seen some scenes that I thought were hot where it's a solo scene and the girl talks directly to the camera. But I think in every case the scene involves toys.
As far as DVDs go, the closest thing I can think of is the "All By Myself" series from Elegant Angel. I really liked #1. Especially the Paulina James scene at the end. I also really liked #3. However, I think all the scenes include toys.
I'm not that familiar with the PPV/On Demand side of things but there is a company called Playtime that has a series with the catchy name of " Panty Crotch Jerk Off Encouragement Views". I saw a scene from their "Best of" DVD with Ginger Jolie which I think is exactly what you are looking for.
I'll be checking this space. I'm interested in seeing what other people suggest.

Elegant Angel has two DVDs compiling nothing but the awesome tease segments which start or introduce the sex scenes. "Just Tease 1" and "Just Tease 2".

Elegant Angel tease is very lame. Try watching the Gianna tease from BWA 15. She just wiggles around the floor and has water dumped on her ass. The footage is looped several times, so you just watch the scene keep repeating itself.
