Please help!

I'm looking for an older VHS movie that I saw many years ago. I probably saw the movie in 2006 or so, but it was a VHS copy. The production quality was decent, so I'm guessing it was from the late 90s.

What I remember is a scene in a jail between two girls. During them having sex, one starts penetrating the other and then turns into a male actor. I believe it was Randy Spears but I've been through all of his movies and can't seem to find it.

If I remember right, the woman and/or Randy Spears is basically the devil.

Additionally, the final scene if I'm remembering right is in a court room. Again, pretty sure there are devil/demon themes and I want to say the male actor even turns into the devil during the final scene.

Any help finding this is greatly appreciated. I've been thinking about it for years and cannot seem to find it.
