I don't even think there is a concensus as to what "production" dates really mean. If there are 4-5 scenes shot at differant dates, the producer is only obligated to indicate last date, or date he edited the whole thing together.
A lot of the retailers have been posting for some time the release dates (Jadedvideo and Excalibur) and by examining the back of the video box cover, it is frequently possible to determine the production date(s).
The obligation of a producer who makes "sexually explicit" material (for that you have to look at code 2257 and others as to what that means) is to ensure he does not use individuals who are minors, by obtaining certain specific unassailable documentation about the performers. Another obligation is that he must maintian the records for any potential examination by the federal authroties.
I am not completely sure that there is a rigit legal obligation to have such a production date promintently shown on the video box. Many or most of the video producers do show on reverse of DVD video box tha name and address of custodian or records, as well as production dates, but some don't all this information.
Video producers are under no obligation to educate you as to when a movie or scene was produced. They are not the Library of Congress (and neither is IAFD, IMDB), but when the feds go knocking at their door, they better produce the records regarding the stuff they produced, especially if there are serious questions as to the age of particular participant.
