As to releasing them, one still needs to find out who owns the copyright and obtain permission as well as finding a print in good enough shape to release.
Recently Vinegar Syndrome has been doing this putting out some beautiful releases. After Hours Cinema and Synapse/Impulse also do but usually not as good as Vinegar Syndrome is doing. Distribpix (Video-X-Pix) talks about doing this a lot but releases very few of what they talk about releasing.
IIRC, SWV's vault of films is being sold off which hopefully will end up in some more releases.
