It's Vicki J or Vicki Powell. She is from the UK. Besides Double Decker #4 she starred in Virgin Surgeon #2, Internal Cumbustion #4 and Wet Dreams Cum True #2.

Well on that cover, Vicki is on the right and Envy is on the left. Unless you made a mistake.

As reference, here's 2 picks of her:
Pic 1 from Busty Beauties #11 - ADE (middle left, short red hair)
Pic 2 from 18 And Nasty #39 - ADE (middle right, short red hair)

More clarification, Vicki is in blue and Envy is in pink.

Yup she's fun!

Check her out in 18 and Nasty #39, she's in the final scene and is the life of the movie IMO. The movie is a rental at best though... (my review should be up shortly for it on my site)
