Now that the FCC has published their formal draft of net neutrality regulations, it is clear that the RIAA and ISP lobbyists have been hard at work to make it a bastard child of their own desires. Included in the draft is a regulation that ALLOWS an ISP to block traffic that can "reasonably be believed to enable transfer of unlawful content or transfer content unlawfully."
So basically, whereas most people who believe pro-net neturality = all bits are considered equal, here is a ruling that states JUST THE OPPOSITE.
Bit-torrent goes down first. Then Usenet. Then comes access to tube sites. All well and good for throttling piracy attempts at the ISP-level I suppose. But this is anything but a "neutral" net. It puts more power into the ISP's hands to determine (censor) what you can and can't access for your monthly bandwidth bill.
