My Dell computer is making a little louder and more cyclic hum than usual. Is it cold? Does it need a new fan? Should I take it apart and clean it?
Anybody know why it would be more hummy than it was?

Yes, this is most likely coming from a fan. It's up to you to determine which one though, because there can be many fans inside a PC (processor cooling fan, graphics card fan, power supply unit fan(s), separately mounted fans inside the case).
Thorough cleaning/vacuuming can help, especially if you've never done that before. But you probably won't be able to reach all the fans easily. CPU fan + separate fans are the easiest to clean. Power Supply Unit/Graphics Card fans (if they have them) can be tricky and may require some disassembly.
Sometimes though, crappy quality fans just start humming by themselves (i.e. dust/dirt is not a factor).. in which case you'll need to replace them.
Other things with moving parts can also cause noises. Eg. hard drives.

The good news is this probably won't be expensive to fix. It's either a fan or a hard drive. Fans are pretty cheap as long as they aren't special fans and hard drives aren't too bad.
If it's more of a high-pitched, high-speed whine, it's probably a hard drive. It doesn't necessarily mean it'll die any minute but it means it's tired and you should probably replace it before it just kicks the bucket unexpectedly.
A "hum" though sounds more like a fan. You'll probably need to replace it if it is. You can try cleaning the dust out but that will only help so much.
Edit - BTW...if it is the PSU fan, I guess you'll have to go with BB's advice but I'd be careful. All I really know is to watch for the solder connections of large capacitors. I've never taken a PSU apart

Oops -- I forgot to get back on this one, probably because no news is good news. It stopped making the hum the next day, even though we hadn't done anything.
I don't know what to make of that. It's stayed quiet all this time.
