Code of Conduct isn't available on DVD yet (as far as I know), but it looks like you can order the VHS at http://www.radvideo.com. I haven't ordered from them, so I have no idea if they are a good company or not.

Here's what they say about international shipping:

Videos are shipped either Global Priority Mail or Air Mail. This is the most economical method of shipping outside of the United States. Compliance with import regulations is the responsibility of the international customer. No refunds are made for confiscated shipments. If you order more than one video, we ship them in separate packages on different days.

When shipping your video, we remove the outer box and labels.

All videos are received from the manufacturer in NTSC format. Most countries outside the US do not support this format. If you have a video cassette player that will play NTSC format then you won't have any problems with our tapes. If you are unsure if your VCR will handle NTSC, please find out prior to ordering our videos. We do not sell videos in other formats, nor are we able to convert to the format you may need.

Too many countries have too many restrictions, and certain mail carriers will not accept such packages. In addition, many customers have had their packages seized by their country's customs officials.
