Maybe I'm being paranoid, but if anyone did ask me for that type of information, I would certainly ignore it and go elsewhere. Think of what some nefarious person could do with that information.

Since it's very difficult to verify foreign credit cards, in some cases we allow ourselves to ask for further documents to check if the order is being made by the true cardholder. I know this can be annoying although to keep fraud low we have no other choice than proceeding like that. I know that some US sites do the same.
