I don't see how that would change anything. From their own info sheet, "Any user can be become a Verified Member." This doesn't guarantee it is the producer/owner of the content that uploads it.

On the surface that sounds like a great idea but I'm with Flash on this one. Unless there are guarantees from PH that only the actual owners of the material are allowed to upload content to the various Mindgeek owned tube sites then nothing will change. I also don't expect any of the MG owned tube sites to actually do what would be necessary for them to become legitimate streaming and/or downloading sites. Their entire business model is predicated on them making money from stolen content. The day they go legit is the day they go out of business.
