At my grandma's and grandpa's apartment there is a phone line problems. The phone works when it is conmnected properly but internet conection or teh modem connection does not work. Ive tried my laptop there, it didnt conncted to the internet, at my home it did, and it work in the neighbors apartment of my grandparents. Can I fix that? Or would I be better off ordering a DSL for my grandparents?

Just for the heck of it, pick up an inexpensive telephone line polarity checker at Radio Shack (probably under $5) and test the line at your grandparents' apartment.

Some telephones work regardless of line polarity, others require that it be correct. All modems require correct line polarity, as does a DSL connection. I don't know that this is the problem but I have seen it happen before.

DSL is always preferable to dial-up because of the speed; however, it is much more expensive. You can get dial-up plans for as low as around $10 a month whereas DSL is a minimum of about $35 and can be as high as $50 to $60, depending on carriers in your area.
