I'd guess one of the mega-sites who have been around forever with many hundreds/thousands of scenes in their archive, with reasonable pricing and frequently-available discounts, who have been around long enough to have shot "all" of the porn starlets.

WGCZ S.R.O. owners of Xvideos - Bangbros etc
Then you have EvilAngel, NewSensations that are more independent owners etc
Popular sites release minimum 1 scene per day, the biggest 1-3 scenes per day.
