I think a lot, if not most, of the girls would be willing to do this and probably do this very well.
From what I can determine, it seems to be mainly who is the director and male performer. Some of them have this penchant for getting the girl on top and then 'holding them still' while the guy plows/pounds into her. IMO it sort of defeats the purpose of having the girl get on top to ride the guy when they hold her absolutely still.

You are right, there aren't that many scenes (I'd estimate less that 10%) where the woman really shows some enthusiasm with her body - and I don't mean posing or acting enthusiastically, I mean the real thing. Well, who knows why? I agree with DenverDon, sometimes it's that the man is holding onto her to0 tight, or he's the one in charge of changing positions, or the director wants a certain camera angle, so that the action can look somewhat stilted. Another thing may be the lack of experience the actresses have, especially compared to the men they are paired with.
I thought some more about my answer to you, and suggest you look for scenes that are just one man/one woman, nothing else. When I've watched Sandra Romain, as energetic as she is, in either group sex or 2 men/one woman scenes, she doesn't get to show what she can do so well.
There is another actress, called Sophia, that does what you're looking for, but only for about 4 minutes in the behind-the-scenes footage on Michael Stefano's Fresh New Faces 2. She's with Toni Ribas, and she's moving, alright. The rest of the main footage with her is the last scene in the film, but there's she's with Ribas and Stefano, and they keep in control most of the time, not that it's a bad scene, it's just not what you're looking for.
