The problem with an agent operating without a license in California is that an agent exposes themselves to liability. In order to collect a fee an agent MUST be licensed and bonded. No license means talent can file a complaint with the Division of Labor Standards & Enforcement Talent Agency Division and request that all fees paid from her wages be reimbursed to her.
