Why can't I play these lines (Sin City, too) 0n my laptop computer? All other DVDs play fine.

should be fine. I can't see them using any special disc format that wouldn't work... unless you have a really old laptop. How about renting one to see if it works before buying?

Private DVD's try to kick off their own program when I put them into my PC. I don't know whether this program attempts to access the Internet or not. But if it does, it may be a firewall issue.

Sin City had a fair amount of compatability issues with their early discs. IIRC, you couldn't play them on Macs. By chance is your laptop a Mac?
