How is this allowed?
Don't get me wrong -- I'm all for it. Frankly, it's wonderful. I'm just curious, having lived in some of the locals frequented by sites that indulge this (namely Bangbros), as to how these companies and actors/actresses don't get arrested.
In most of these scenes the cameras capture 'look-outs' but this can't be their only insurance. If anyone knows more about this please reply. I can't wrap my head around this one.

They just don't get caught? I don't know, if they're not caught in the act I wouldn't think the law would be able to say anything about it.

They get harassed and arrested Watch for edits in any public sex scene - odds are they were spotted and cut the action to make sure. Switching locations is a dead giveaway that they hightailed it outta there before dealing with badges. Hell, you can see neighbors harassing performers in backyard scenes; just think about the crap you could potentially deal with shooting a scene on someone else's public accommodation.
As I heard it, Asses in Public ran for a while, but then tried to secure permits to keep things legal (site was a money machine but a legal nightmare-in-waiting) but failed to attain them and went offline. It's a damn shame. So I assume Public Disgraced must get permits somehow.
EDIT: tightening up some language
