Are you able to sign up for websites such as Naughty America, Spring Thomas, etc. and download just specific scenes that you want and burn them to DVD?

Each site has its own way of doing things. Read carefully the tour pages; they will say downloadable if it is downloadable. You can always email their customer support to be sure, before you subscribe. Other members may know specifically about the sites you mentioned.

It's extremely rare to find a site that posts videos encoded with mpeg2, you will not be able to burn them straight in the traditional video dvd format. If that's what you're wanting to do, it will require additional video editing software and knowledge how to use it. Likely not worth the effort involved. If you have an xbox360 or ps3, you usually are able to burn the files as a data dvd disc, and play them through those consoles. Still depends on what video formats the site offers.

If you have a PS3 or Xbox360, you don't even need to burn to disc. Download either as WMV or h.264/MP4 and go grab any number of free software applications available to turn your PC into a media server. Windows Vista does this for free built in for the Xbox360. Then you can stream your video from your PC straight to the gaming console and out to your Hi-Def TV. They look as good as anything you'll burn to DVD if downloaded in the right format.
Better yet, invest in a Media Server/NAS like this one. Then you can put all your porn onto these devices and stream them to your gaming rigs or, in some cases, straight to the TV if you happen to own a newer TV with DNLA decoding built-in.
Seriously, speaking as someone who had over 1000 DVD's on a dedicated DVD jukebox (an expensive and janky rig that seldom worked properly), this is the way to go for downloaded web scenes.

If going that route, there are available DVD players which can play WMV and avi and mpeg files directly, reading from a burned DVD or from a USB external Harddrive or USB flash drive. That way, no computer is needed for viewing. Just the DVD player, a USB storage device (flash or HDD), and the TV. Or use a "WD TV" (by Western Digital) device to do the same thing if you don't need/want the DVD disc playing capability.
