Potentially dumb question about stills coming up...but I've never thought to ask...
Are stills taken uniformly in the porn industry? Like are they shot before the video camera even starts recording or are most taken 'during the action'?
In other words, are they taken right after the so-called 'pretty girl' pics are snapped or does the director just constantly ask the performers to pause while they're fucking so stills can be taken? The average porn photoset seems to run to over 100 shots.

Very few things are done "uniformly" in the porn industry. Hopefully some with hands on experience will post, but some different approaches are clearly in use. Some productions do not take stills, some take them all at once, some take them during several breaks in shooting video, some shoot them at the same time as the video, some shoot them at the same time as the video with the photographer and flash clearly visible and audible. In a photo set 100 shots is not alot, also not all stills taken are used.

having seen a lot of BTS I have seen a lot of them do the "promo/boxcover" stills first, then shoot the scene and then they go back and do a recap of the scene shooting stills, that makes sense to me since it would be dumb if you saw a still on the boxcover of a dude and a girl fucking in the spoon, but they never do it in the scene

I like to take my stills before I roll tape. This way, we can kinda walk through the scene, the talent can get to know one another better, and it allows the video to flow -- no stopping for stills just as things heat up. I take stills all the way to a "posed pop", then I shoot video, and then, after the pop (and the scene) I take final stills.

although this happens...when you see a cover image of a girl fully nude engaged in the action, and in the scene she keeps her thong on or what not.
